Trooper Manning served in the United States marine Corps and joined the Highway Patrol in 1995. He was assigned to the Highway Patrol Motor Unit in 2002. He has completed the Keith Code California Superbike School and is also a certtified Police Motorcycle Instructor by Northwestern Traffic Institute.
